1. Object. The Parties agree to begin a process of scientific and didactic cooperation for the creation of an international program of studies conferring the title of Doctor of Philosophy (PhD) in Computer Science with specialization in Logics and Formal Methods for Computer Science through the procedure of co-tutoring of the doctoral thesis (henceforth denoted as ``Internationally Co-tutored PhD Program'').
The Universities signing the present agreement (henceforth called ``Partner Universities'') will implement it in a spirit of cooperation, towards the common aim of supporting highly qualified research activities and of developing cultural and scientific cooperation between the countries which they belong to.
The formation of the PhD students will be comprehensive of periods of study and research at the Partner Universities and possibly at other institutions. The educational aim of the program is to allow doctoral students to acquire competence in the performance of highly qualified research activities.
2. Joint PhD program. The Internationally Co-tutored PhD Program is instituted by the Partner Universities. The subject areas are: Mathematics and Computer Science. The main fields of specialization are: Logics and Formal Methods for Computer Science.
3. Institutional bodies. The institutional bodies of the Internationally Co-tutored PhD program are (1) the General Coordinator, (2) the local Coordinators (3) the General Faculty College.
The tasks of the Institutional Bodies and the regulation of their activities are specified in the Implementation Protocol (Annex B), which is part of the present convention.
Participation in the organization and realization of the doctoral program and in its institutional bodies is open to the members of the Partner Universities whose scientific and research activities are in the areas of mathematics and computer science and also to qualified researchers and scholars not belonging to the Partner Universities whose participation has been approved by the institutional bodies of the program.
4. Enrolment. To be admitted to the Internationally Co-tutored PhD Program a student must pass the selection procedure in one of the Partner Universities (henceforth called the Home University of the student in question).
The procedures of selection of the doctoral students and the criteria for the enrolment in the program may be different in different Partner Universities, but shall be in accordance with the Implementation Protocol (Annex B). The Parties agree that the determination of the selection procedures will follow the following principles:
5. Length of the program. The Internationally Co-tutored PhD program is a three-year program, except for variations which must be approved by the Faculty College and must be in agreement with the existing regulations in the Home University.
6. Teaching and research. Doctoral students must participate in the didactic and research activities of the program, which shall be organized in such a way as to guarantee the contribution of faculty from all Partner Universities, as specified in the Implementation Protocol (Annex B).
Every doctoral student must spend periods of residency for a total of at least twelve months in the Home University and at least twelve months in another Partner University (henceforth called the Host University). The exact period of residency in the Host University is determined by the Faculty College.
In the development of the research and in the preparation of the thesis the student is assisted by two tutors belonging to the Faculty College and appointed by the Faculty College, one from the Home University and the other from the Host University.
7. PhD Thesis. In order to obtain the title of PhD, each doctoral student must submit a written thesis on a topic relevant to the theme of the doctoral program within the terms specified in art. 5 of the present agreement.
The topic of the thesis must be previously approved by the Faculty College.
The thesis may be written in one of the national languages of the Partner Universities or in English or, upon authorization of the Faculty College, also in another language.
8. Admission to the final exam. Upon authorization by the Faculty College, the doctoral student is admitted to the final exam for the conferral of the title of Doctor of Philosophy (PhD). Admission to the final exam is conditional upon satisfaction of the requirements of residency and of attendance to the activities of research and study specified in art. 6 of the present agreement.
9. Conferral of the title. Doctoral students must pass the final exam administered by the Home University. The procedures of conferral of the title, the content and form of the final exam and the criteria of evaluation of the PhD theses may be different in the Partner Universities but shall be in accordance with the Implementation Protocol (Annex B).
In order to satisfy the requirements of the Internationally Co-tutored PhD Program the thesis must be refereed by a Thesis Committee, nominated by the General Faculty College as specified in the Implementation Protocol (Annex B). The Thesis Committee shall include the Co-tutors.
10. Mobility costs and other expenses. The Parties will guarantee the realization of the activities of the Internationally Co-tutored PhD Program through a suitable financial investment. The structures and equipment already existing in the Partner Universities will be made available to teachers and doctoral students for the development of the activities of the Internationally Co-tutored PhD Program without charges.
The Parties will contribute to the expenses of mobility for teachers and students of the Internationally Co-tutored PhD Program according to criteria of reciprocity and fairness. A detailed provisional budget is in the enclosed Financial Protocol (Annex A).
11. Scholarships. Each University may grant fellowships to students of the Internationally Co-tutored PhD Program.
Criteria for the administration of fellowships will be specified in later agreements. The Parties agree that these criteria shall be compatible with existing laws and regulations for the national doctoral programs.
12. Extension of cooperation to other Universities. The Parties agree to study the extension of the present agreement to other Universities.
13. Terms of the convention. The convention is valid for a period of three years, starting from the moment of signature of the present document.
The convention may be renewed through another written convention. In case of renewal, the convention will be reconsidered and redefined by the Parties in light of the achievements of the present one.

1. Object. The present Implementation Protocol is intended as a specification of the agreement concerning the creation of an international program conferring the title of Philosophy Doctor in Computer Science (henceforth denoted as the ``Internationally Co-tutored PhD program''). The main fields of specialization are Logics and Formal Methods for Computer Science; one main goal of technological research within the program is the improvement of the quality and safety of software. The aim of the program is to allow the students in the program to acquire competence in the performance of highly qualified research activities, to produce theses of the highest scientific level and to achieve scientific maturity. By ``scientific maturity'' it is meant a firm knowledge of a broad field of research, competence in the application of its fundamental techinques and capacity to assess the scientific significance of results in the area. The Partner Universities are aware that the above indicated aims are more easily obtainable through their cooperative effort and that this program has also the effect of developing cultural and scientific cooperation between the countries to which the Partner Universities belong.
2. Eligible members. Participation in the scientific and didactic activities of the Internationally Co-tutored PhD program is open to members of the following institutions:
The above mentioned Departments or institutional bodies will henceforth be called``Units'' of the Internationally co-Tutored PhD program.
Researchers and scholars who do not belong to the above mentioned bodies may be invited to take part in the didactic and scientific activities of the Internationally Co-tutored PhD program by any Unit and will participate to the program as belonging to that Unit.
3. Institutions. The Internationally Co-tutored PhD Program requires the institution of the following bodies, which have the task of planning and overseeing the Internationally Co-tutored PhD Program: (1) the General Coordinator, (2) the Local Coordinators (3) the (General) Faculty College. These bodies will cooperate with the institutions administering the existing doctoral program in each Unit (henceforth denoted as ``Local Doctoral Programs'').
The Faculty College has the following tasks:
4. Stages and length of the program. The formation of Philosophy Doctors will consist of four stages:
5. Selection and qualification. In order to be admitted to the Internationally Co-tutored PhD program, a student must satisfy the following requirements:
Each Unit will develop a selection process according to the regulations proper of that institution. Each Unit will propose a list of applicants to the Internationally Co-tutored PhD Program.
The Faculty College will make sure that in the selection procedures administered by every Unit admission to the Internationally Co-tutored PhD program is not denied for reasons of sex, age or nationality of the applicants. Citizens from countries non belonging to the European Union (EU) shall have equal opportunity of access to the program as EU citizens.
6. Tutoring and admission of guests. The Co-tutors of each student are appointed by the Faculty College. One Co-tutor must belong to the Home University; the other must belong to a Unit (henceforth called the ``Host University'') different from the Home University.
With the present act each Partner University agrees to register any student belonging to another Partner University as its own student without payment of tuition and fees, if one of its members has been assigned as a Co-tutor to such a student.
7. Candidacy. To participate in the International Co-tutored PhD Program, the student will discuss a thesis project with potential Co-tutors. The application to candidacy is addressed to the Faculty College.
The application must be signed by two potential Co-tutors. In the application the student will indicate the theme of the doctoral thesis and propose a methodology of research, indicating also the specific background knowledge needed for successful research.
The Faculty College will evaluate the thesis proposal and the scientific preparation of the student to develop the proposed research project. If the project is inadequate, the application will be rejected and the student will not be allowed to apply for candidacy again within the same academic year. If the proposal is adequate and the student is considered able to develop it, the application will be accepted and the Co-tutors will be appointed.
If the proposal is adequate but it has been verified that the student must acquire further specialistic knowledge in order to successfully develop the project, the Faculty College will indicate which classes, courses, to be attended in any of the Partner Institutions, or which individual readings are required for the candidate to acquire the specific background knowledge; the Faculty College will then appoint the Co-tutors and will approve the candidacy, under the condition of acquisition of the required background knowledge. The Faculty College will make sure that required courses are regularly taking place in the Units as indicated to the students.
Within one year from the date of conditional acceptance the Co-tutors will write a report to the Faculty College assessing the progress of the student in the acquisition of background knowledge. Upon reception of the report from the Co-tutors, the Faculty College will approve of refuse candidacy, or, in exceptional cases, will grant a sospenaion of the candidacy for a fixed period.
Within two years from the date of approval of the Candidacy the Co-tutors will write a report to the Faculty College assessing the progress of the candidate towards original and significant results. Upon reception of the report from the Co-tutors, the Faculty College will approve of refuse continuation of the candidacy.
8. Doctoral thesis. In order to obtain the title of Philosophy Doctor, each candidate must present a doctoral thesis and defend it according to the existing regulation in the Home University. The Faculty College will nominate a Thesis Committee, which need not be part of the examining body of the Local Doctoral Program. In particular the Thesis Committee will consist of at least five members: the two Co-tutors, another member of the Faculty College and two scholars of international reputation in the field of research, who need not be members of the Faculty College.
The Thesis Committee will write a report to the Faculty College assessing whether the thesis has the characters of originality and significance in the field of research and verifying whether all other requirements of the program have been fulfilled. Upon reception of the report by the Thesis Committee, the General Faculty College will decide whether the Thesis is valid also for the conferral of the title of Philosophy Doctor in the Internationally Co-tutored PhD Program.
The doctoral thesis will be written either in one of the national languages, with an abstract in English, or in English, with an abstract in another national language.
The candidacy expires if the student has not produced a thesis within the period prescribed by the existing regulations in the Home University and also has failed to obtain an extension of the candidacy, when possible. A student whose candidacy has been terminated can apply to the Faculty College to be reinstated in the candidacy, at no cost for any of the Partner Institutions, only according to the procedures and the terms prescribed by existing regulations in the Home University.
11. Conferral of the title. Every candidate who has successfully fulfilled all the requirements will be awarded the title of Philosophy Doctor, or its equivalent in each national ordering, by the Home University, according to the procedures proper of the Home University. In particular:
Whenever international agreements exist concerning bilateral recognition of academic degrees (see the Convention on co-tutoring of doctoral dissertations between Italy and France, signed on February 13, 1998 by the Rettori delle Università Italiane and the Présidents des Universités Françaises) the students whose Home University and Host University are located in States for which such international agreements exist will receive the national equivalent of the Philosophy Doctor degree not only from the Home University, but also from the Host University.
For other students, conferral of a doctoral degree also from the Host University will be decided on a case by case basis according to existing regulations.
12. Funding. The Partner Universities agree to participate in the costs of realization of the above activities and in the special mobility expenses within the limits of the funds available for this purpose to the Units at the moment of signing the present convention.
Each partner University is free to erogate fellowships to the applicants who are admitted to the program according to its selection procedures as in art. 5.
